The Uttar Pradesh State Law Commission has placed in the public domain a draft of the Uttar Pradesh Population (Control, Stabilization and Welfare) Bill, 2023, seeking suggestions from the public at large. The draft Bill proposes that any couple who produces more than two children after the enactment of this Act will be denied the following services.
- Deprived of the benefits of government sponsored welfare schemes,
- The limit of ration card units will be reduced to four.
- and prohibition on contesting elections to local bodies, etc.
The bill aims to control, stabilize the state’s population to promote sustainable growth with a more equitable distribution. In addition, it also states that the two-child norm per eligible couple in the state will be encouraged. And it is necessary to provide measures to control, stabilize and provide welfare to the population of the State by implementing and promoting through incentives.

what is population control law?
The UP State Law Commission has released the first draft of the proposed Population Control Bill. Law Commission Chairman Justice AN Mittal said the bill proposes to bar violators of the two-child policy from contesting local body elections or applying for government jobs.
For Government employees following the norm of two children
Public servants under the control of the State Government who adopt the norm of two children by undergoing voluntary sterilization operation on themselves or their spouse, will be given the following incentives-
- Two additional increments during the entire service.
- Subsidy for purchase of plot or house site or constructed house from the Housing Board or Development Authority, as may be prescribed.
- Soft loan for construction or purchase of house at nominal interest rates, as may be prescribed.
- Exemption on charges for utilities like water, electricity, water, house tax, as may be prescribed.
- Maternity or, as the case may be, paternity leave of 12 months with full pay and allowances.
- 3 percent increase in employer contribution fund under national pension
- Free health care facility and insurance coverage to the spouse.
For government employees following the one child norm
- Four additional increments.
- Free health care facility and insurance coverage to the single child till he attains the age of twenty years.
- Single child preference in admission to all educational institutions including Indian Institute of Management, All India Institute of Medical Sciences, etc.
- Free education up to graduation level.
- Scholarship for higher studies in case of girl child.
- Preference to single child in government job.
Special benefits to couples living below poverty line
Section 7 of the UP Population Control Draft states that a couple living below the poverty line, who have only one child, undergo voluntary sterilization operation on themselves or the husband or wife for a lump sum payment of eighty thousand rupees from the government. If the single child is a boy, and Rs one lakh if the single child is a girl.
