Overview of Bihar Caste Survey Form
The second phase of Bihar Caste Census has started in the state of Bihar. The mobile app to be used in the second phase – Bijaga (Bihar Caste Based Enumeration) – is ready, with 17 columns and a list of 214 caste names, and senior district officials in each district have been given the information on the form. However, following instructions to statisticians not to insist on any kind of verification documents, there are concerns about safeguarding the integrity of the data being collected.
Apart from the number of the family, information of all the family members is being taken in this survey. Apart from name and age, information is also being collected about the members living outside the family. Apart from their work and profession, information is also being taken about the number of things of comfort and convenience with the family. Details of about 15 members can be filled in one form, for more than this another form is being made available. It is taking about half an hour to fill all the details.
Summary
Bihar’s General Administration Department (GAD) has decided to use a dropdown box for listed caste names, where 214 caste names will be listed, with enumerators to choose from. Of these, 203 belong to the Scheduled Castes, Scheduled Tribes, Other Backward Classes and upper castes among Hindus and Muslims. There is also a separate code for screening transgender persons within it.Apart from this, 11 new castes have been added in the dropdown box on the basis of independent reports received from various districts.
This personal information includes each resident’s name, father’s/husband’s name, marital status, age, gender, caste name, religion and relationship to the head of the household. Socio-economic indicators include educational qualification, nature/status of employment, vehicle ownership, land (agricultural and residential) ownership, computer and laptop use, housing status, temporary migration status and monthly income (from all sources).
